The Human Centred Approach of the Global Compact for Migration: A New Thinking on Migration Policies The Global Compact for Migration (GCM) is based on international human rights law and reaffirms the commitment of states to respect, protect and fulfil all human rights for all migrants. The GCM pledge requires a review of migration policies and procedures to ensure that they are based on human rights, consistent with international standards and effective for peaceful, just and inclusive societies. States must take responsibility (whether intentional or not) for deterring and hostile policies that place migrants in vulnerable situations.
